You seem to be misunderstanding the term "When it's doneâ„¢". You can see it when it's finished. As for a date, it will be released... you guessed it... When it's doneâ„¢

No it's not released. They've already gone through 2 or more engines to try and keep up with the latest graphics for competing with other games.
They used the Quake2 engine first, then Quake3 and UT came out, so they moved to the Unreal engine, and now all these newer engines exist.
I expect they will move to the HL2/D3 engine next and by that time there will be an even better engine out!

FYI SoF2, RTCW, MOHAA and CoD have all licensed the Q3 engine, so it's not an uncommon thing not to develop your own in-house engine.
